New York’s Department of State, the keeper of agency rules and regulations, will be having a public hearing in mid-July to address the issue, according to Carlucci spokesman Justin Devendorf.
Carlucci and Jaffee’s offices have reported getting dozens of phone calls from folks who said unscrupulous real estate developers literally are knocking on their doors – sometimes two to three times a day – in an attempt to get them to sell their homes.
If the homeowner refuses or demurs, the developers then deploy a practice known as “blockbusting,” the lawmakers said. “Blockbusting” is the practice of persuading homeowners to sell cheaply by inferring that people of another race or class are moving into their neighborhoods.
Once the buyer gets ahold of the home, they then flip it for a higher price, the lawmakers said.
Carlucci and Jaffee say they are hoping the state will adopt a “no-solicitation” rule that will curtail such “harassment.”
A “no-knock” policy also may prohibit real estate developers from calling certain homeowners or sending them letters, post cards and handbills, the lawmakers said.
A time, date and place for the public hearing will be announced shortly, Devendorf said Thursday.
Meanwhile, Carlucci and Jaffee are asking anyone who has been bullied in this way to contact their offices.
