Suffern Girl Believed To Have Been Abducted By Mother Remains Missing

ROCKLAND COUNTY, N.Y. - Although it's been 16 years since her disappearance, law enforcement officials continue searching for a Rockland County child who the FBI believe to have been abducted by her mother as a 2-year-old in 2001.

The National Center for Missing and Exploited Children, FBI and Rockland County Sheriff’s Office have issued a missing person alert for Samantha Kibalo, who was allegedly abducted by her mother, Ann Kibalo.

According to officials, an FBI kidnapping warrant was issued for the elder Kibalo on Jan. 15, 2002. Samantha was pronounced missing from Suffern on Feb. 3.

It is believed that the family may be traveling with a 12-pound red mini Tibetan Spaniel dog. It is believed that Ann Kibalo may use eyeglasses while driving. It is believed that she may seek treatment for a dental condition and could frequent medical facilities and doctor’s offices with her daughter.

At the time of her abduction, Samantha - who would now be 18-years-old - had light brown hair and brown eyes. A photo of Samantha, digitally age-progressed 15 years by law enforcement has been released by the National Center for Missing and Exploited Children.
